• How to Unlock Her Quest Line: Complete the mission “Tell Me a Story” in Act 2.

After finishing “Tell Me a Story,” you’ll unlock the side mission “Princess,” which Judy will reach out to you about after some time. This initiates Judy’s storyline. Afterward, she will reach out to arrange a meeting at a motel, where she will clarify that she is not pursuing a serious relationship.

Rogue Amendiares

• How to Unlock Her Quest Line: Complete the main mission “There Is a Light That Never Goes Out” to unlock “Chippin’ In.”

At the conclusion of “Chippin’ In,” you can befriend Johnny Silverhand, allowing you to call Rogue for the side mission “My Boyfriend’s a Zombie.” This is where the romance option becomes available. However, keep in mind that this relationship won’t become serious, as she will pull back before it progresses too far.

During “The Hunt,” rescue Randy and flirt with River at the end of the mission. Additionally, advise him that revenge won’t lead to healing. In “Some Good Men,” make sure to kiss him when the opportunity arises. The next morning, express your interest in pursuing a relationship.

Kerry Eurodyne

• Requirements: You need to play as a male V.
• How to Unlock His Quest Line: Complete either “My Boyfriend’s a Zombie” or “Chippin’ In” to unlock “Off the Leash.”

In “Off the Leash,” you can begin flirting with Kerry. However, it will be in “Heat School” that he will request your assistance, and you can kiss him if you agree to join him on his yacht. The following day, you will have the chance to share your feelings on the beach.

Are There Exclusive Romances in Phantom Liberty?
